Statement on Chinese Military Intimidation of Dutch Frigate HNLMS De Ruyter

The Inter-Parliamentary Alliance on China (IPAC) strongly condemns the Chinese military’s aggressive interception and electronic jamming of the Dutch naval frigate HNLMS De Ruyter in the South China Sea.

Vessels operating entirely within international law, conducting standard missions to uphold freedom of navigation, must remain free from interference.

This dangerous confrontation is part of a pattern of behaviour by Chinese forces that threatens international shipping lanes, risks military miscalculation, and has no legal legitimacy.

In this instance, Beijing’s attempts to forcefully restrict access to the Paracel Islands are a direct violation of the 2016 Permanent Court of Arbitration ruling, which explicitly rejected the People’s Republic of China’s expansive maritime claims.

Beijing’s flouting of international shipping norms in pursuit of highly dubious claims to territorial sovereignty have escalated progressively, partly because they have been met with an inadequate response. This must stop. Nations must agree collectively to impose costs on Beijing for actions which threaten regional stability, and global prosperity.

IPAC stands in solidarity with the Netherlands and calls on democratic nations to remain united in defending a free and open Indo-Pacific governed by the rule of law.

就中國軍方威嚇荷蘭護衛艦「德魯伊特號」之聲明

對中政策跨國議會聯盟(IPAC)強烈譴責中國軍方在南海惡意攔截荷蘭海軍巡防艦「德魯伊特號」(HNLMS De Ruyter),並對其施加電子干擾

任何完全遵守國際法、執行例行任務以維護航行自由的船隻,必須免受任何干擾。

是次危險對峙,再次凸顯了中國軍方慣常的挑釁行徑;這類舉動不僅威脅國際航道安全、極易引發軍事誤判,更毫無法律正當性。

北京企圖強行阻撓他國進出西沙群島,已直接違反二零一六年常設仲裁法院裁決。該裁決早已明確駁回中國擴張海權的無理主張。

北京為實踐其擴張領土主張,不斷破壞國際航運規範,且行徑日益猖狂。國際社會反制不力,也是導致此局面的原因之一。各國須共同採取行動以阻止局面惡化,讓北京為威脅地區穩定、損害全球繁榮的行徑付出代價。

IPAC 堅定聲援荷蘭,呼籲民主國家團結一致,共同捍衛以法治為依歸、自由開放的印太秩序。
